    What you fail to recognise is that State Governments do not often adopt legislation presented by a 3rd party (they want to make their own decisions and run the Government, not let others). In fact, I can't even remember the last time the State Government approved a 3rd party legislation.

    The reason why Skypunter is putting up a defense in post: 71054707 and that Fugasi was upset "made me go GRRRRRRRR" (71057635) is probably because the State Government don't actually need to "consider" "new legislation" in order to approve, but, they may be considering new legislation in order to reject or impede (for example, impeding pipeline infrastructure in NSW waters). source: https://www.parliament.nsw.gov.au/Hansard/Pages/HansardResult.aspx#/docid/HANSARD-1323879322-137208

    Ultimately this is extremely bearish as I believe this means the Government are still investigating "legal" means to reject the application.
