    My "analysis" that you reference, simply suggests that they don't need to "consider new legislation" for the NOPTA process (100% true). In fact, considering new legislation can only be interpreted one way. In the context of a State Parliament which has just veto'd a bill in a committee, I believe this "consideration" of "new legislation" could be for inhibiting pipelines in NSW waters, what else could the new legislation be for?
