If that is the case, then perhaps Clearstream Luxembourg has the written approval to be an eligible overseas shareholder.

The part that I quoted from the Scheme Booklet is clear enough about who are the Ineligible Overseas Shareholders. I think it will affect individual shareholders who perhaps bought the shares when they were living here but have moved to a country other than those mentioned in the booklet.
