WDS have their own timetable which is intertwined with their other activities. They are not a supermajor with truckloads of experienced staff waiting to start a new project, this project will be competeing with other more mature projects for people **, however I would guess that they would be securing long lead items and rig to commence the well, if they decide to drill, as ealry as they can manage.
And as Iain alluded to yesterday, the targets on Saturn may well b combination structural / stratigrapic traps and no-one in the right mind would drill without first doing attibute analysis to better constrain the risks of a dry hole
** From WDS 2023 Q3 report Executing major projects • The Scarborough and Pluto Train 2 project was 46% complete at the end of the period, with fabrication of the floating production unit (FPU) and Pluto Train 2 modules progressing. • The Sangomar project was 90% complete at the end of the period, with 14 of 23 wells drilled and completed. The floating production storage and offloading (FPSO) topsides integration and precommissioning works continued in Singapore. • The Trion field development plan (FDP) was approved by the Mexican regulator, with the project now moving into execution phase.
