They have to keep developing and adding value to the IP. That's what the cash is there to do.
There will be improvements that come out of the current PL4, so yeah, get on with further optimisation and make PL5
Taking it to 20nm, that is a significant step so yes, get on with PL6.
At least they aren't waiting for the results from PL5 to get on with PL6. They are almost happening concurrently.
Don't forget, PL4 is still there - hopefully there is some more testing that can be conducted on that lot as well.
