Nor did I say that AVZ owned the power station, as I understand it the power station is part of the DRC’s ministry of hydraulic resources and energy. The MOU that AVZ signed with the ministry for hydraulic resources and energy was to conduct a feasibility study into the viability of restoring the power station and gave AVZ the rights to sing a long term lease to restore, operate and maintain the facility for the life of the mine. In other terms under the agreements that AVZ signed an MOU on, the DRS ministry of hydraulic resources and energy retains ownership while AVZ operates and maintains the power station to provide power to both the mine site and the local communities.
Meanwhile Zijin seam to want to use the power station as a power play to control the region and blackmail both the locals and AVZ.
Just so you can understand a bit more; an MOU can have binding obligation's and penalties for failing to meet said obligations , it all depends on what and how the MOU is written.
