Hey AJ. David is being a combination of discreet, diplomatic, and respectful in his response. Fact is, without NOPTA approval, you can't submit your enviro to NOPSEMA. If NOPSEMA are taking 12 months to process submissions, you have to be careful your rig booking doesn't arrive before your regulatory approval. He is acknowledging that efforts are being made to speed up the NOPSEMA timeframes. Once NOPTA approval is received, he will be able to elaborate further on this, just not today. Hope that helps.
