You just don't get it do you.
The project was FUNDED. Focus on that. FUNDED. They had done the pilot plant. They had excellent recoveries (circa 95%). They had access to abundant clean power (hydro @ 4c/kWhr). They had the funding. They had started construction. What went wrong? Their price estimates were way off the mark and they needed more funding.
Had their price estimates been accurate. They wouldn't need more funding and the project would have presumably completed.
The issues was COST BLOWOUTS.
