The reason for speaking Russian is made clear by the passenger. I think if you watch it without your bias, you would understand that it is the cab driver who is the one making the point by refusing to take him anywhere.
Admittedly, as Max5 has identified, it is a minor event. I find it interesting, it is Ukrainians like that who may have contributed to the mess we see today.
