Oh thats not something I could say I have knowledge in. But i do know for sure that cold venting, so basically flaring in any way where the gas is not burnt, costs alot. Its being looked st more closely than ever.
So there emmissions accounting during production, and then of course during utility. Who is responsible for what Id not know. Id assume the production emmissions fall on producers but also on end users. Methane flared is much better than not, by a long way. Uses like methane to hydrogen would be on the worse end Id think because of how much C02 is produced per tonne of H2.
At least the exhaust from HRSG Gas Turbine systems can have its heat utilised. Even if CO2 is being let out.
