The apparent solution was win less contracts.
Government pays bottom dollar, and it means the competitors would be happy to lose contracts to them. Only question I have is - what competitors?
Unless I'm mistaken, the majority of the contracts awarded to the company from government have been sole sourced.

A company of this size - you need to know and trust management, but I'll pass some comments regarding my views on the company, despite having done zero digging into management.
