The selling of something you don't own is simply wrong in principle. However, the fact that it is so often used to manipulate share prices is illegal (but not policed). I have heard ASIC senior staff on TV saying how important it was to prevent share price manipulation - yet share pricing is regularly manipulated by short selling and no action is taken. In recent years, the Australian market appears to be managed more by shortselling manipulation rather than the pros and cons of actual company achievements.
