He's basing his opinion on MC, he's anticipating the company to be worth 2-3b, because Recon Africia, Africa Oil Corp all went to the billion MC with less net pay.
A 2B MC is $1.7, 3B MC is $2.6. (As of current price and outstanding shares)
So if you actually understand how it works, it's entirely possible.
But the biggest difference between now and back then is, much high inflation and interest hike, more wars but ultimately we're still in a bear market.
