Not entirely, but the ranges definately affect cyclones to a degree, particularly affecting the wind field. As far as Cairns being lucky, i recall cyclone Steve in 2000 that crossed directly over Cairns. From recollection Steve was only a high Cat 1 system when it hit Cairns.
