Excuses? I agree they are NOT a pandemic.
That is a phenomenon with far reaching implications including access to patients for clinical trials who are not being treated by experimental drugs.
Plus the FDA was constantly acting unpredictably.
It will be a start when you realise and admit it's now being reformed.
