I agree with you both, in as far as my interpretation of the sunset clause related to funding too.
It's so annoying now to read JW's response to @rocketman in this regard.
Joe's reply is unequivocal. It is quite specific in stating that the sunset clause relates to the unimpeded right to sell the beneficated stockpiles and NOTHING to do with funding.
So, IMHO, this matter is not closed.
