I see others have provided you answers but I'll add abit more context.

Yes - Madeleine King has spoken against PEP11 previously when Keith Pitt was the Minister for Resources. Their is iron clad slam dunk proof of this. So if Madeleine King decides to refuse PEP11, I have absolutely no doubt BPH will end up in court considering this is apprehended bias and ultimately win again.

Madeleine King will be well aware of this being a lawyer by trade.

Here is the problem for Madeleine King.

If Madeleine King wants to refuse PEP11 she must delegate to another minister within the DISER portfolio - We know this as per Freedom Of Information docs drafted to Madeleine King.

Unfortunately all the other Ministers within DISER portfolio have spoken against PEP11 too.

This leaves basically 2 options.

1) Approval of PEP11

2) Delegate the deciaion to State Emergency Services employee (Yes I'm not joking... A SES worker which is highly unlikely IMHO)
