Management who blew the whistle did so in compliance with the law. If they didn't they would have been complicit in breaking the law. The inadequacy of ASIC and AFP does not excuse them from following the law.

ASIC and AFP are under resourced for what they are expected to do. The laws are too many and too complicated. ASIC and AFP are faced with a choice all the time on what they investigate and prosecute. This leads to selective enforcement of the law which doea not excuse compliance with the law but means that non-compliance is not always punished.

Further, ASIC and AFP are usually staffed with people who are less motivated and less smart than the top white collar crime. They are also easily tied by processes.

You appear to suggest that we should not have foreign bribery, anti-money laundering and director duty laws. I suggest that you nominate yourself as a political candidate and stand on that platform at an election.
