as well as communication access to call for help.

and better education for people to better prepare.

..... all combined have made an enormous difference to fatalities.

but the fact remains that we are seeing weather systems causing more deaths around the world. its not just better reporting.

And we are also seeing rising populations.

The more people exposed to any given extreme weather event, the more fatalities can be expected.
