To an extent. You can submit the ethics application(s) before getting the final GLP reports. GLP is all about paperwork and it can take quite a long time to go from a draft report with all the results to the final GLP report. The ethics committee really only needs the draft data to review the application. Given almost every ethics committee will ask some questions then submitting early can help get to ethics approval sooner.
We will be doing everything we can to get to first patient as quickly as we can.
