$15m at 13c equals an additional ~115m SOI, or >8% of current SOI. That's kind of a big deal when AGY was meant to be fully funded to 2 ktpa operations with the last cap raise, remember?
The real question is how some can consider the 2 ktpa plant "on budget" when it's still being butchered to rework the filtration circuit, with new parts, new filters and modifications to the piping.
