Z agreed to the terms of the ‘Steinmeier Formula’ in 2019, but a serious threat of another Euromaiden  by the far right changed his mind and the peace talks never continued. He chose the preservation of his government and his presidency, over continuing to engage with the Russians and the European mediators in finding a peaceful solution.
