Whilst MOU's are a bit flaky - no commitment by either party, and no prices set, IMO there is one massive plus from this announcement:-
The project has been given tacit approval by the Chinese government - a large, chinese government controlled corporation has said 'we want to be involved in this' - that should allow other Chinese companies to become formally involved.
Hopefully the snowball has started to roll.
