wouldn't have been upfront cost but they did contract the actual load and haul operations out to a local mob. if mining stopped I'm guessing they'd have to pay demobilisation costs to avoid paying some sort of standby rate but they wouldn't be paying continuously for the duration of the contract.
guessing it'd be a similar situation up at Core at the moment with them recently announcing their stop.
