One of the reasons that this project is having a hard time is due to the low unit value of the material. You can't direct-ship run-of-the-mill rock (pardon the pun) unless it has been through a concentration process.
....and before anyone mentions coal or iron ore, these have been through a natural concentration process and iron ore effectively ships at a concentrate grade.
