Considering how far in advance the S3TC were legislated it's not exactly unreasonable to revisit them before they come into effect.
It was politics pure & simple to legislate so far in advance. I'd wager that if the S3TC hadn't been legislated & the LNP was in power now the same tax cuts wouldn't be put into the budget this year.
