No that refers to the amount you would pay Computershare for the transaction.
They would sell your shares on market (for whatever is market price) and you would receive a cheque for the amount - taking away $25 US dollar AND 12c for every share they sell.
So 1000 shares would see $4670 (at current price 4.67 USd) minus $25 and 12c a share ($120). So to sell your shares $4670 worth of shares they would take a whopping $140 USD.
