This is my understaning.
NOPTA recommendation was to approve, as the application adhered to the laws, guidelines etc.
Keith Pitt was the federal minister, responsible for the decsion.
KP said and I assume would have approved the decision.
Scotty from marketing stepped in, clandestinely and unconstitutionally, swore himself into various ministries.
Resources was on of the ministries, over ruled KP and the rest we know.
Courts ruled the refusal to be biased and the parties (labor now) agreed to remit the matter back to the porcess.
PEP-11 ought to be approved last time.
On a side note, BUY CR might be very telling.
