    I thought it best I answer your question instead of ignore ... seen it a couple of times now and it's funny you think some are afraid to answer.

    Some time ago I researched the welfare issue and found that welfare costs to the commonwealth had in fact declined over the last 30 years as a percentage of GDP. And yes they declined during Howards time in office.

    Australia spends only 17.1 per cent of GDP on welfare. The only other advanced countries who spend less are the US at 15.9 per cent, Ireland at 16.7 per cent and Iceland at 16.9 per cent.
