I understand the shorters borrow the shares so they are not the recipients of the institutional cap. If you look at the the most recent PEN announcement being a change in substantial holding dated 11/1/24 and particularly at the annexure you will see that State Street has lent almost 100 million PEN shares to Sprott. Am I reading this correctly?
