Maybe that person holding 40000 shares actually held 1.6m shares a number of years ago at a price 40 times the current PEN SP
Maybe people are organising their financing to enter the SPP as they don't have the funds on day 1,2 or 3 of the SPP open date
If their is any scale back, which is highly likely, the scale back should be done equally across all who submitted for the SPP regardless if they chose $5k or $30k. For e.g. scale back is 35% across all
