Instead of looking for when NOPTA last did not approve a permit we should be looking at the average time it takes for JA to approve.
I believe if we had this answer, we would have a baseline to discuss whether the delay now is reasonable or not. I would say if they went back to court this would be the type of information they would use to strengthen their argument.
