It is true that each permit has itit'own set of circumstances. Thise circumstances need to be considered in isolation. For PEP11:-
We know that it was about to be approved in February 2021.
We accept that Scomo did not have the power to usurp the Minister.
We accept that his reasons for decline would not stand up to scrutiny.
We know that he was biased.
We know that the Federal Court directed it be re-decisioned.
We know that NOPTA recommended approval otherwise the JA would have processed the application already.
As the Government was in the wrong, it is reasonable to expect this process to addressed in a timely fashion.
