"IMHO I don't think PLS will pay a dividend this year (and probably shouldn't)
Management has put forward a formula for determining the dividend. If a dividend is not paid that, to me, would imply that management are fearful of the future. Your statement "and probably shouldn't" has a similar implication and may be with good cause.
My point is, if management are fearful of the future then our share price should be much lower!?
