I think it is not a road block, TOR doc basically like co-planning with EPCB (it is good i think, being responsible). the data provided was not detail thats why it is controlled action i think.
but def we need to think of this short run liquidity. it will be much better (while waiting for the TOR) that they start focusing on the distribution channel in AU + offshore opportunity.
