You should be able to place, amend, and cancel orders during a TH. And that applies to anyone... not just instos. However, trying to place orders that are too many steps from the current price (you said 5c? That is a fair way above the current price) will often be denied by your broker or platform, likewise your broker may have their own rules in place in other regards.
Try putting in a test bid at say 3.3c and see if the system takes it.
