In their defence, they have no requirement to announce it. The market knows that the timelines are not set in stone and are subject to change. Last thing they probably want to do is make an announcement they don't need to make which will inevitably cause the market to overreact. For whatever reason with things like delays the market barely reacts when they go unannounced (even though everyone obviously knows there has been a delay), but as soon as the company makes an announcement relating to the delays and essentially spells it all out, the market often goes crazy. They don't really want to make the delays the focus of the market so they avoid commenting on it as much as possible (though it pretty clearly has become the focus regardless). It's fairly common IR training to not comment on things that will negatively impact the price if you don't need to comment on it. Pretty common for companies to not report on things like regular delays. If there was a change which would negatively impact the outcome we would have heard, so we can assume everything is still on track.
