PEP11 approval was always going to thrust Scomo and the whole Secret Ministries saga back into the spotlight. People who couldn't care less about PEP11 instantly became experts due to his illegal actions. So....

If the LNP, and/or Scomo have got wind of PEP11 being approved, he may well have been tapped on the shoulder. Having resigned, he won't be accountable to Parliament for his actions. He won't have to front the media. There will be less mileage for the ALP when it unfolds. So, from an LNP damage minimisation perspective, I do see his resignation being very possibly linked to PEP11 approval. Never forget that Keith Pitt refused to put his name to the PEP11 decision, he knew it was political cancer.
