I forgot to add that if only 50% take up the service then that cost per household essentially doubles and halves the income also.
Giving away cheap Internet access is a ploy by the government to ensure it is no embarrassed by low take up rates and that there is no leverage for the coalition to work with in terms of vale for money as compared to say the cheap plans available with wireless.
IMO There is a great deal of posturing to protect the NBN plan from coming under fire ATM.
