Actually the last announcement referring directly to PASS is the CEO presentation 30/11/2023.
In which it states NRL have bid for the PASS contract.
The above list i located is dated 12/2023.
Maybe nit picking on dates?
But it is interesting that multiple mentions of soil disposal. For the amount of tenders awarded pretty safe to say they are not referring to soil sitting on the surface
And PASS does include the term soil in it
