minimum trade ??

Aren't we all subject to minimum trades?? How do these small trades get listed?? It's only since I've been on HC that I have become aware of the BOTs and manipulation.
Isn't there one rule for all???
Previously I have bought and held a stock and never really watched it so much or been party to the discussion such as here on HC.
So how does someone place an order to sell 297 SSN options at .02 cents ???? That trade is worth $5.94!!!!
How do they get away with this???
