NAG have been asked to tender. Not in doubt. The doubt is the definition of PASS/SOIL and does SPARK consider them the same? Has the PASS been included in the SOIL?
There is a lot of misinterpretation in all this. Can argue that PASS be treated seperately/ But can also argue that PASS can be treated in the contract as soil.
And the fact that SPARK have announced what they believe to be the winning tenders/organisations they intend to work with in the future, and this does not include NAG/NRL
