    Generating extra capital would have been nice, but more importantly (IMO) there would have been a (more than likely) chance that they could not have gotten the 500tpa to nameplate as we can assume they would have run into the same problems they're having now. Obviously it would have been preferable having those issues years ago and finding a suitable fix back then.
