They are going to hack at it in the budget. Albo is not in control. The Greens are. Rent freezes will come in as well, because as you say changes to NG will reduce available rentals which if unchecked will cause huge price increases. The can't abolish it all together because it is a rare incentive for middle class such as first responders etc... to try to get ahead.... but they will change it. My guess is that NG will only apply to a single investment home held in a portfolio at any given time for a maximum 7 year period.
