can you imagine any PM not having a significant impact or knowing everything that went into the budget not having a solid material involvement in budget decision-making?
its the key ministerial matter and affects all other departments.
but yes, the basic stuff would have been drawn up by Hockey/Corrman. but the PM always must sign off on every measure.
