Moscow's "sovereign internet" law came into force in November 2019. It will likely be used to eventually "increase surveillance and censorship in the Russian information space", the ISW added.

Analysts said the Kremlin had been "intensifying efforts to consolidate control over the Russian information space" ahead of the March presidential election.

"These efforts support the development of the 'sovereign internet' system," the ISW said.
