    If anything we're heading the other way. Most of the law reform in this country in the past 15 years has been designed to tighten up areas where people can sue for damages. The matter of a department deporting their own citizens is not one of combined fault. People are not required to carry "Proper ID." The idea of carrying an "Australia card" was floated by the Hawke government but opposed and defeated by conservative opposition (Possibly at a 1988 referendum?). The reason that a deportation cannot be a matter of combined fault is the burden of proof regarding the deportation lies with the department: Citizens are not required to prove they shouldn't be shipped off to another country.
