    Got it... only 16 % take up from SPP. rest of 84 % no one is taking @ .19 Cent.. hence NMT allowed Lead manager (Or affiliates) to Operate the Shares and accumulate as many as below .15 ~ .16 to average down.

    after month or so OR may be even in Feb.. we will get announcement for Placement remaining 84 % at .19 Cent...
