As I already wrote, i think small drones are only limited effective against infantry, sure u could strap an old hand grenade on an civilian drone, a cheap way to do a little damage, but this is more more done for shock value like the Ukrainian drones in Moscow.

Most small drones are used for reconnaissance or as a cheap way to do some limited damage behind enemy lines.
Overall most militaries do prefer hard kill solutions do take down small and large drones.
Soft kill solutions may be good for civilian applications, but the guys in the article talk about battlefield applications.
