Even in the tribal belt (North West Frontier of Pakistan 100% Pashtun held) I've never heard of a woman being beheaded for such a thing - in my 40-year association with the country. Although I once saw a father severely scold one of his teenage daughters for waking to their front yard gate to pick up a small delivery without a scarf on her head. Caused some commotion from the traffic on the Trunk Road from the young blokes making jest as they passed, but no one stopped to chop her head off and no authority would have arrested her for such. Pakistan does not have religious police like Iran and some other Muslim countries.
